This is for civics! So it means that is a candidate selected by Congress when the parties are choosing one?

no not a candidate for president only in the result of a electoral tie or if no reaches 270 then the house picks the president and the congress picks the vice
^^^^^as it is the founding fathers wanted every election decided this way with no man surpassing the majority of the electoral college that has only happened twice however
